Peter Thiel: It's not been doing a very good job.  We should be experimenting with a lot of different things.  I don't know if vouchers or charter schools are the answer; but I think we should have a system where we experiment with many different things; and we sort of see what seems to be working.  I think most parents have enough of an incentive to see their kids do well that they'll figure out what seems to be working better.  And I have a reasonably high conviction that if we have many options, we'll do better.  We need to bring some competition back to bear on this.  The one metric I can think of is, the long term prosperity of a country like the U.S. or the rest of the world is really driven by productivity growth.  There are elements of our society where there's been tremendous productivity growth.  You look at the computer revolution.   ____________ computers are doubling in speed every 18 months.  It's remarkable.  You have this massive, accelerating technological world we're living in.  And at the same time one of the very odd disconnects with that is that median incomes in the U.S. have barely gone up since 1973.  So you could ask where has all of this productivity growth gone?  Part of it, of course, is this growing difference in wealth and in incomes.  But I think another part of it is that the productivity growth has actually not been as much as it should be. If you look at all sorts of other aspects of our society, it's not clear there's been much productivity growth at all. Are people working at the Post Office more productive than they were 40 years ago?  Are people working at the DMV more productive than they were 40 years ago?  Is road construction more productive than it was 40 years ago?  It's probably much less productive actually.  And since the governments have the economy, if there's no productivity growth in the economy, that's a big drag.  No productivity growth in the government, that's going to be a big drag on the rest of the economy. Question: Who should reform the system? Peter Thiel: It relies on a whole bunch of different areas. There's probably interest both on the level of the parents as well as our country as a whole in making sure that the system is better.  A very easy first step would be to outlaw the teachers unions, although that may not be an easy step.  I think we have to shift the schools from being run for the benefit of the __________ teachers and towards the benefit of students trying to be educated. Margin Upto Rs. 4 lakh Nil Above Rs. 4 lakh: Studies in India 5% Studies Abroad 15% SCOPE AND EXTENT OF THE SCHEME 6. Guarantees by the Fund i Subject to the other provisions of the Scheme, NCGTC undertakes, in relation to Education Loans upto Rs 7.5 lakh extended to an eligible borrower by a Bank which has entered into the necessary agreement for this purpose with NCGTC, to provide guarantee against default in repayment of education loans extended by the Bank. ii NCGTC reserves the right to accept or reject any proposal referred to it by the Bank which otherwise satisfies the norms of the Scheme. 7. Education Loan eligible under the Scheme: (i) The Fund shall cover education loans extended by Bank to an eligible borrower as per IBA scheme, on or after entering into an agreement with NCGTC without any collateral security and/or third-party guarantee, provided that the Bank applies for guarantee cover in respect of education loans so sanctioned within such time period and as per the procedures prescribed by NCGTC for the purpose. The bank has already executed an agreement with NCGTC. 11. Extent of the guarantee The Fund shall provide guarantee cover to the extent of 75% of the amount in default. The Fund reserves the right to modify the same. The guarantee cover will commence from the date of payment of guarantee fee and shall run through the agreed tenure of the Education Loan.

Today we continue looking at some government run industries that may be much better off under the free market system. In episode 11 and to a lesser extent episode 3 we exposed about just how horrific public education is. I will just add one little piece of information to that. Recently, RT.com revealed that in New York City, 80% of High School graduates lack reading or math skills required to get into community colleges. Children are born with natural curiosity. So it is hard to believe that any parent would want to send their child to a public school and quash that desire, leaving them without basic reading and math skills. But somehow the evil geniuses in government came up with a way to stomp out children's' natural curiosity. It is to the point where you really have to have no other choice if you opt to send your child to a government funded school. What is even more terrifying is how much money the government steals off of you to not educate your child. In NewYork for example, state education costs tax payers $37,000 per child, per year. K -- 12 is 13 years of schooling. So New York State spends half a million dollars per child to teach 20% of them to read. Its not hard to see the country is broke. If you have ever been around an infant, one of their most endearing qualities is curiosity. Their curiosity is seemingly never satiated. It is not until they go to school, and are literally bored to death by a terrible system, that learning becomes a chore. Public school teaches children to hate learning. Once they have been bored to death, we label them with imaginary diseases like Attention Deficit Disorder (ADD) and drug them into paralysis. For anyone who thinks their child has ADD, there is very simple test: Let them do something they love. If they stay focused on it, then they have no problem remaining focused or paying attention for long periods of time. These same kids will often lose hours at a time on video games or anything else they love. ADD is what a terrible school system labels kids who they bore to death rather than admit it is their fault and change their teaching practices. No wonder there is a huge trend towards home schooling, peer schooling and community schooling. The free market has provided many options in this realm. I will focus on 2 here. The first is Kahn Academy. Bare in mind this is a free website that anyone use. Here is inventor Salmon Kahn explaining. But for us it goes beyond just the number about access. If you actually extend that number and think about the number of children that are forced to opt out of secondary school that adds another 70 million. Then you actually look at illiteracy rates around the world and if you look at, you know, UN statistics you're talking about 775 million young people that cannot read or write, mostly women and girls. Then you tend to add population growth dynamics in emerging markets where the examples I've always used are if you just look at Brazil, Russia, India and China you would need to add 10,000 schools every year just to keep pace with the incremental population growth. So that doesn't take into account the fact that a place like India is short of 200,000 schools today. So obviously when you put all of those numbers into context the scale of the challenge that we're looking at extends to well over a billion young people and is accelerating away from us. So the time to act is now from our perspective. What you realize very, very quickly is that governments on their own cannot cater to this requirement. You know that the voluntary sector, the NGO space on their own cannot cater to their space. Private sector on its own can't do this either. What we absolutely see is that for us to address the size of the challenge you have to look at much more collaborative powerful partnerships between those three sectors in order to address the challenge. I think the scale of the challenge essentially means that we have to find rapid solutions to scaling a quality education. So it isn't just about access but it's about attainment as well. I think one of the things that private sector with certainly the right values and the right objectives does have the incentive and the opportunity to scale a sustainable solution at pace. But again private sector on its own will only ever be able to cater to one small component of the demand. I think governments and especially what we would consider governments that have the foresight and the vision specifically to kind of throw aside the old intellectual debates about public versus private or just where the voluntary sector gets involved. They actually have the ability to encourage and nurture these powerful partnerships. So from our perspective private sector on its own can't cater to this challenge. We do need the support of visionary governments. But actually the one group that needs to perhaps do more is actually industry. And today if we think about global aid that goes to various initiative actually aid towards education still represents a fraction - so 600 million dollars only globally. And today when you address the challenge that our young people are not coming out with the skills that they need in order to be able to access employment. That is actually a challenge that private sector within industry needs to pick up. The reality is without that support you are still gonna have a huge mismatch between the jobs that are available and the jobs that industry needs in order to drive sustainable economic growth versus actually the skills and attributes that our children come out with.
